Not exactly a new idea. It's basically what Elite did, and also Daggerfall, Diablo and many others. It's how they managed to create such huge game worlds( or in Diablo's case, a different world each time you start a new game ). There's a reason it isn't used much anymore though; it just isn't the same as a hand-crafted world, everything has a tendency to look the same after a little while, not to mention it's hard to get the code right to avoid creating dead-ends and bad-matching areas and whatnot.

That said, there are some interesting projects out there right now. The most interesting, I think, is Infinity, a massive multiplayer game set in space. It's not the game itself that is interesting, it's the procedural generation that they use to create countless planets and solar systems, all of which you can fly down to and land on. http://www.youtube.com/watch?v=DCzDKj3hjOE
