There are pretty steep consequences for dumping RES or CON to 3 in PoE1, if anyone as much as sneezes near you you get stunlocked.
That's a rather ignorant way of looking at this. Enemies get 3 points in every defense per level.What a loss - a whole 1 Accuracy per point, while you get 3 Accuracy per level.
Up to a certain point, if you bring a Priest you can mitigate the need for max Perception. Crowns of the Faithful grants 6 perception, and minor Avatar grants 8 perception. You are at an advantage if your level is higher than the enemy's, or at a disadvantage if it's the other way around.I don't remember how the attack rolls worked exactly in PoE1, but why is everyone getting +3 every level? What is the difference between that and nobody gaining anything on level-up?
Pallegina's stats were deliberate (and are not optimised for a Paladin). She has decent per and res being a birdlike paladin, rest is so-so. I remember also he said that they avoided exceptional stats unless character is exceptional in that regard, such as Durance having exceptional resolve.
I think Obs acknowledged that companions aren't as combat effective as henchmen - probably not an oversight.
In PoE I never could get myself to taking companions.

Actually, I suspect this was probably was an oversight. The stated original intention for the henchmen was to get you through obstacles that your standard companions weren't equipped for, such as making a rogue to get past high level traps, etc.
It was very early... it was their $2.6 million kickstarter stretch goal. Josh said in their documentary film about the making of PoE that he was basically making up the stretch goals on the fly, and that they didn't have time to consider all the consequences of those early design decisions.That sounds like a very, very early idea though. I mean, the idea in general to make some things easier to navigate if you have a certain companion isn't bad.

Min-maxing is still prevalent in PoE despite being designed against min-maxers.
