1. Is there a 3D render or concept art of the full device itself?
The Lil-Pip 3000 does have a piece of concept art from Van Buren:
Doesn't really resemble anything like the original PIPBoy 2000 though.
2. How come nobody tries to steal it?
FO1 & 2 material only, possibly including relating content(e.g., FO bible, scrapped Van Buren stuff, or whatever is known about the real Fallout Online)
and as a fun bonus: the Macintosh version of Fallout has the PIPBoy speak.
It was worn on the wrist.

Van Buren also stated that it was worn on the wrist
