Steve gets a Kidney but I don't even get a tag.
I used a savegame editor to push all my stats up to 10 just to see if it's possible at all to succeed in that test. And, well, yes it is. I succeeded and could be Vault City Citizen without having to do any quest for it.

Now, the question: is it possible to have sufficient stats without cheating, and which stats do you need to pass it? Would be interesting to know.
