I can't really say anything that will convince you of anything regarding what you are asking about that isn't expressed better by simply watching the video I linked, tbh.

To try to answer your question: (specifically concerning Paper Sorcerer, though my answer applies to Wiz Empire 2, The Dark Spire and Wiz Gaiden 4)

This/these games capture the old-school character development vibe perfectly as they are Wiz-clones. Not trying to be flippant here simply stating that they utilize the same fundamental mechanics/systems (which include class archetypes/conceptualizations and general party composition along with emphasis on resource management as it pertains to individual party member abilities, skills and spells).

So, uh... how faithfully do they "capture the old-school char-dev (of Wizardry -ed)"? 100% ...? As they are Wiz... clones?

EDIT: Also, btw, Paper Sorcerer has one of the best fucking OSTs I've ever found in an RPG with absolutely killer synth tracks.
