The title of worst combat belongs to that RTwP clusterfuck we call the Infinity Engine, and anything derived from it (NWN included)
I didn't mind the combat in PS:T, and it's to date the only IE title I've finished, but it's only saving grace was that the game was so broken and imbalanced, you could simply pretend the combat didn't really exist.
But for the rest of them, despite far over a dozen of attempts, I can never stand them for long past their respective tutorial chapters.
