I don't feel like creating a tumblr account just to ask this question to Sawyer.
When siding with Kai-zar, after dealing with House and the Boomers, he'll tell you to go forge an alliance with the White Gloves, and yet the only rationale he gives for this decision is because they were once cannibals. After getting told no by Marjorie and Mortimer, you can then go back to Caesar to say you tried, shrug, and move on. So why is this there other than padding out the critical path by pointing you to a potential quest? The White Gloves just prepare fancy food, they don't really do anything of strategic importance. The Legion steamrolls through New Vegas perfectly fine without the alliance, and moreover, they already have one with those drug-running Omerta gangsters. It'd make more sense for him to point you in the direction of their quest (where you can choose to do it or not).
Anyway Caesar doesn't seem all that concerned about how quickly those three tribes agreed to become tourist attractions.
