The Followers of Set decided to rebrand themselves as the Ministry to make themselves more global and framing Set as being something within them rather than an external entity that they follow. They tried shacking up with the Camarilla because the Second Inquisition was getting uppity, but because the Assamites offered a better deal (they are murder machines while the Setites were sneaky dudes who whisper poison into people's ears) they got passed offer. So in a huff the Ministry decided to join the Anarchs to become their spiritual center.

Yes, the Setites now provide people with spiritual guidance.

What doesn't make sense though is how they're aligning themselves with the Anarch movement. Anarchs hate their elders and want freedom from them, while Setites worship their clan founder and look forward to the day he leads them again.
