GameSpy has a little interview with Ashley Cheng about the Morrowind: Bloodmoon expansion. There's not many questions, but Ashley Cheng can sure fill up a page with those answers! I love it when developers do that. Here's one of the shorter ones:

GameSpy: Tribunal, the first Morrowind expansion, was designed for high levels PCs. Does Bloodmoon follow suit?

Ashley Cheng: We made it an even higher priority to balance and level the creatures in Bloodmoon for higher-level characters. Our leveled lists in the wilderness are split at level 5, 20, 40, and 60. Many of the quests will require you to be very high-level to complete.

However, the random wilderness and the dungeons in the world are structured so that anyone of any level can go in them. The creatures will respawn to your level, so as you become a higher-level character, you can continually go back to those dungeons for more challenges and better loot.

At least there's something for the lower levels this time, since I kinda deleted my save game files for the game nearly a year or less ago.
