Because JoWood is possibly one of the worst publishers in the universe (there are reports of a publisher in the delta quadrant that squanders even more valuable IPs and that stands up even more guaranteed long time cashcows, but those reports are unreliable). And Atari/Infogrames/Lets-change-names-like-a-cheap-criminal-to-gain-an-inch doesn't give a rats ass about a product that they wont earn much from, due to JoWood (in their trademark short-term greediness) not cutting them a decent percentage on the distribution deal.
And why should Atari care about a product that competes directly with their core PC product NWN?

The plotted course of a beheaded chicken looks like the combined computations of Albert Einstein compared to the business strategies of JoWood.
