There's a technology preview of JADE available for grabbing for those interested in modding Temple of Elemental Evil. What is it? Well, here's a bit about the thing:

This latest incarnation is the direction I have taken that original idea. It still works on the principle of extraction, however, one should never need to extract and "hand" edit the files. The files are now loaded from the DAT into memory, just like the game would do, and you can manipulate whatever data needs it (at least in so far as what editors are available). The edits will then be saved to a "module" directory.

Typically, the module directory is the ToEE Install Directory\data\ . This is where the Co8 patch goes, and anything that Troika needed to override in the DAT's.

The ultimate goal of JADE is to present a full environment for editing and creating modules for use with the ToEE game engine. To that end, any and all help is appreciated, and I will hope to do right by the community.

Creating new modules for Temple of Elemental Evil would garner a huge yippiee from me. Pity making maps will be difficult, though.
