Masthead joined the project in early 2009 and development continues under Interplay’s direction and control. Project: V13 will utilize the proprietary tools and MMOG technology Masthead developed for its “Earthrise” project.

So I guess its safe to say with the kind of financial investment Interplay (ok, Interplay is really just Herve, but let's play along) is going to have to make for this game, if it were to fail it would take Interplay with it?

Maybe its like "A Beautiful Mind" and Herve is just hallucinating all this? "We still have the rights to Fallout, and we just enlisted the aid of Masthead Studios, and moved them into our brand new facility" (points to an almost empty, dingy basement; you notice a restaurant coaster on his desk).
