A couple of news sites have uploaded videos of their interviews with Brian Fargo at Gamescom. The first interview, from DualShockers, focuses on the viability of Kickstarter. It also features a cameo by a tired-looking Brother None.

The second interview, by Polygon's Brian Crecente, is about Wasteland 2 itself, with a particular focus on the game's "textual nature" and its suitability to modern audiences. Jeers aside, Brian does reveal that the game will feature plenty of those voiced radio broadcasts. I guess voice acting doesn't need to be that expensive.

It doesn't. Anyone with at least basic understanding on how to characterize can do good enough voice acting for a fairly simple and short radio broadcast (with proper direction of course).

I'm pretty sure that there is a huge price difference between having an amount of recorded blurbs and quips (ranging in sheer volume anywhere from PS:T to what appears Wasteland 2 will have) and having every little piece of dialogue recorded and then having to deal with everything that lip-syncing involves. My guess is that when people who said during their Kickstarter bids that they will limit the amount of audio dialogue because of the high price were referring to the latter, as a clear excess, rather than the former.
