IGN has a dev diary about weapons and such in Fable: the Lost Chapters. Here's a little bit about balance and uber weapons:

The problem is thus: The Sword of Aeons or, "Oh bugger, there goes the balance," as we all refer to it.

At the end of Fable, we left players in a situation where they might or might not have the most powerful weapon the world has ever seen.

Yup, that's a tough call. If you absolutely have to have the biggest, baddest weapon in the whole wide world in the game to defeat the biggest, baddest monster in the whole wide world then that's what you have to have. Of course, it might be better to have the biggest, baddest monster in the area as the bad guy and then players don't have to find the biggest, baddest weapon in the whole wide world and they can get more choice in what weapons they choose to use.

Well see what happenes. Personally, I'm still going to use magic unless it's absolutley necessary for me to use the sword.

I wondered how they would build on the game after the main quest, since there's a 50% chance that the player ends up with TEH-UBER-WORLD-DESTR0Y3R!!!!

IMO, they should have built up the main quest more instead of adding on an area after... but whatever works. Could be cooler the other way.

Maybe your character isn't powerful enough to be able to fully harness the power of the sword, or something.

The end is either you cast the sword into the void or you kill your sister and keep the weapon.

Yes, that is what it said in the article. Correct.
Thus, the point of trying to figure out a way to balance that for characters who were "good guys".

There is no need for that, just throw some equivalent of the sword into the game and allow players to get with ninor effort.

Or dont even bother, Fable is not dificult at all with or without the sword.

It said in the article that they're doing that with a "good" sword called Avo's Tear. I don't know about getting it with minor effort though.

But yea, I doubt it'll be so difficult to where you need the destroyer of worlds or whatever to beat it. I went through fable hardly using a weapon at all.

You can kick ass with a regular Steel Axe. It's not a hard game. I didn't even bother to upgrade to Obsidian or anything like that. I just got myself one of those unique weapons in the talking doors and used that for a long time instead.
