lol @ this thread, Co8 sure sounds like a bunch of autistic lunatics that go around screaming "original mod do not steal"

Developer's tools do sometimes end up on the disk of a localized version. E.g. the French version of Arcanum has a different build of DBMaker just lying about. Not terribly useful, but still.

Activision has nothing to do with TTOEE. They do allow the distribution of Arcanum's editor, though!
Not really tho, at least not anymore. All modding tools (including WorldEd and ScrMaker) are cut out from the GOG/Steam versions of Arcanum. So I suppose, they don't really support that, one way or another. Sure, you could just download the old 1.0.7.4 patch and the tools will be there, but still, weird decision.
