He is outwardly communist, does pro-communist things, promotes communist militias, cooperates with his more ideological brother (or alter ego), resembles Latin American drug baron-communist characters, and high drama and such repeatedly show that he cares about it. The fact that he is also corrupt adds a dimension to his character so he isn't just a smart heroic union leader with Sartre's eyes.

Evrart to me is a personification of cynicism.

Evrart is a SuccDem who is earnest in his defense of workers' rights. An ideologically flawed individual, but a fellow traveler nevertheless.
