At the latest, this decision was made when EA took over. Dragon Age was being developed by a skeletal team until that point - and was a long way from being finished. EA and Bioware sat down with the design work, and a very large black marker, and went absolute fucking ninja all over it. They then added a bunch of people to the team and gave it a release date.

Expect an unpolished and buggy game, with some out-of-place design concessions made for the future console port.
