Despite this, the producer of the game insists that Fragile is not a survival horror in the same vein as Silent Hill, rather it will focus on "human drama".
I wonder what his definition of human drama is.

The backgrounds remind me of a bizarro version of Makoto Shinkai's work

They will have to work very hard to even come close to a S.T.A.L.K.E.R.: Shadows of Hiroshima, though chances of succeeding are minor.
You mean S.T.A.L.K.E.R.S.A.N..

Technically speaking, is there ANY jrpg that DOESN'T focus on human drama? AFAIK, and I've been playing JRPG's for years and years, there isn't one single JRPG that concentrates specifically on exploration of an open world and making contextually relevant choices that affect it; but instead everything is about interpersonal relationships and epic quests concerning predestined people, be it in a fantasy setting or in outer space.

Nothing demonstrates the fragility, volatility, toxicity, social chaos and danger more than cutesy-wutesy, glossy, big-eyed, colorful characters and polished environments.

NOTHING !

Hopefully, they include some upbeat techno-riffs, sappy romances, melancholy memories and other juvenile elements.

Skies of Arcadia is heavy on the exploration part, and it's completely un-"chosen one".

It's not the perfect answer, but it covers part of it. Interpersonal relationships aren't really that stressed until the end.
