The RPG on the list with the strongest RPG elements is Avernum 5, and all it gets is seconds. Plainly wrong.

As long as we're talking FPS games, Left 4 Dead was easy to learn, hard to master, and had a lot more subtlety to its mechanics than first met the eye.

Which is completely opposite to Fallout3 in every way.
