In another genre, there is Bahamut Lagoon.

Played it. The Red Dragon is stupidly overpowered once it gains the immortality ability.

Good Old Games just released MM8, so you can be a Dragon for $6.

Actually come to think of it: Dragon Spirit, a primitive but still entertaining shmup. It was one of the first NES games I remember playing.

Really pushing it though. Game has two endings.

Various Fire emblem/langrisser games have dragon knights as mobile units.

1, 3, 6, 8 (plus 11 and 12, being remakes of 1 and 3) and sort of 9 and 10 also have Dragons (mostly Loli-dragons, though 9 and 10 are the exceptions, 11 and 12 as well) as end-game units.

Not really a RPG, but in this new game on steam you play as a dragon.

YOU ARE THE DRAGON:

* Scare villages!
* Burn castles!
* Collect gold and gems!
* Kidnap princesses!
* Roast pesky knights!
* Fend off thieves!
* Topple giants!
* Build a hoard of treasure!
* Compete or cooperate with other dragons in epic multiplayer battles!

Along the same lines as MM8, in Wizardry they have dragons(called Dracons) as one of the races your party members can be. They even have a breath attack.
