It seems to me that the more serious thing is that the modders have run out of enthusiasm. The big mod boom was in the .700's era, lots of interesting gameplay additions in different mods, and each future official release looked disappointing in comparison. They've made nicer textures and added a few things here and there but nothing the actual developers has done has really advanced the game beyond the interestingly unique shareware sandbox action game it started out as.
