In the new dev diary on the Fallout 3 site Adam Adamowicz explains his ideas behind the concept art:

I’m Adam and it’s my job to design for Fallout 3. Establishing the big picture for the Fallout universe as a pictorial diary, was my first task. Myself and the rest of the team poured over the lore, related our experiences playing the original, and researched everything 50’s we felt enhanced the drama, black comedy, and rich vintage sci fi that make this a truly unique game. At the end of these jams, as I liked to think of our discussions and debates, I did my best to put on paper what we had reached as a consensus. For my part, I like to feel I initially brought to the table a design sensibility that also favored ridiculous rocket flanged nuclear powered automobiles, and martini swilling characters who fight mutated horrors without scuffing their sharkskin suits. When the dust clears, I hope what you see is a mutated beast stamped indelibly with its inimitable origins. Whew.

'coz it makes a lot of sense to release a concept art dev diary at this point in the development cycle.

In the top middle of the image, is that a Deathclaw about to mount a Brahmin from behind?

At least the death claws aren't furry. People can fixate on that one point in an attempt to prove that they give a shit about the fans.

You know, for the most part I think the concept art looks pretty good and Falloutish. The exception being the supermutants and their weaponry, but I suppose the blame is on the direction Bethesda has choosen to take the super mutants in rather than the artist. The crab man is a WTF? moment though.

The concept art is not too bad, but the cows look silly. Mutations are fine, but mutations =/= random horns springing all over one's face. (by the way, a nuclear war would not realistically cause much mutation, just a bit (but again not much) cancer and a lot of radiation poisoning)

Fallout's radiation is not realistic, it's based on 50s pulp sf.

I like most of the pics, definitely have the fallouty feel. Except for supermutant. The big one carrying a brahmin was cute though.

Crab people - mudcrab easter egg imo.

The floating ball in the upper part of the picture is Sputnik with some shit taped on. But it's a great idea, and yes, it looks very good. By the way, Sputnik made history in 1957, so it fits into the "period".

Am I the only one for whom these sketches look too "techy"?

And please, stop this "it looks fallout-ish to me, looks very right" retardness. Artist's style is very different. If you can't see this, dig some Fallout's and Van Buren's art and compare.
