That's what they write. There is an opinion (albeit in Russian press) that Russia can endure cheap oil longer than both USA frackers and Saudi princes. On the other hand, when oil was less than $20 in the 80-s USSR disappeared.

It was one of the factors though.

While the collapse of the Soviet Union can be traced to the cost of Space Race, Arms Race, Chernobyl clean-up, War in Afghanistan and most importantly planned economy. OPEC's internal strife and the fall of oil prices were basically nails in the USSR's coffin.

Or rather the idiocy of the economic liberalization policies undertaken by Gorbachev coupled with Glasnost which had emboldened separatist movements. China transitioned from state socialism to state capitalism without collapsing and the USSR could've followed a similar route had there been a will. Even as late as the August Putsch things might've been turned around, but alas, Yeltsin and Gorbachev triumphed and with it came the death warrant of the Soviet state.

Hurts oil, huge boost to natural gas prices. Less oil drilling means less natural gas as a byproduct(APG), and there's currently a natural gas glut.
