You can make good looking pre-rendered backgrounds run on 20 year old software/hardware. Just look at Planescape: Torment.
P.S. even if Deadfire doesn't increase hardware requirements compared to original, it's still unoptimized shit.
Games like this (and other indie crap) should run 1080p@60fps on a single-core processor with an integrated GPU.
