I think it's from the '90s and has 2D graphic perhaps similar to that RTS featured on Darth Roxor's LP.

Also like Darth's game, you have to build a town at the start of the level instead of the usual military bases. The town female and male inhabitants have to do their thing together in the huts (which you also have to build) in order to produce offsprings who can grow up and die of old age (if they haven't been eaten by wolves among other things) - this is the way you populate your towns. They also need food which can be gathered/made from variety of resources, one of them is by milking cows, which you can make easier by fencing them. Later on, you can make variety of units by converting your male inhabitants in the corresponding building. The game features day/night cycles and even seasons (can't grow crops in the winter). Oh yeah, oftentimes, there are potions and gold coins scattered around the maps which your town inhabitants can take.

Sounds very familiar. Was it Saga: Rage of the Vikings? Although that didn't have 2D graphics, I think.

Nope.

I wanna add that in this game the basic military unit is the civilian town inhabitants who can throw rocks at enemies, which include giants hornets.

Nope, though the style looks similar.

BTW in this game the cows can even make babies! Though they are probably hermaphrodites cause there's only one type of cow.

Bumping this. Does anyone know if this runs on Win7? I last played it when I had WinXP and I remember there was some tweaks I had to do to get it working.

You could always play Cultures instead, sounds similar. I think they are on GoG.
