Incidentally, I'm not saying realism supercedes gameplay or game balance, it's just that when you point a gun at the back of someone's head, you develop certain intuitive preconceptions of what will happen. Bang, yo, bang.
Now, getting a vital squad member killed or badly injured by such an obvious sitting duck frustrates those preconceptions, which is... frustrating.

As for the scouts not killing people with full clips, do you know you can aim shots at the head or other body parts? try the keypad number keys. I know that shooting the arms increases the possibility of the enemies dropping their weapons, which helps a lot.

Level hack? I've finished both the Axis and the Allied level, and wouldn't mind playing around a little with some hacks in order to see how big a difference the different skills and "perks" do. Can't find any hacks though.

go to the nival forums and search for console commands. I think there are some that raise your level.
