Enemies in Chaos Theory can't notice if you picked a lock or hacked a computer. And I don't remember the guards carrying any keys.
Hacked a computer, no, but they could detect if you hacked a keypad or retinal scanner which would make them pretty alert. The AI in SCCT acted within the boundaries of reality the majority of the time, only things that they could see or hear acting up were reacted on.
In any case, SCCT's AI is quite probably the best in any stealth game ever. I have not played every stealth game, but I am nearly certain that I will never play one that will beat it.

If a dev wastes resources on 2+ boring ways to play instead of one actually fun one I won't play the game. But I would prefer to have a game worth playing instead.

Why bother playing RPGs then because this describes all of them.

Some have a fun way to play in addition to the boring ones. Others have sex mods.
