the codex has really shitty taste in games. it's just not quite as shitty as the general public's. :M
It's more-so that the RPG genre sucks at combat design. Hopefully either DOS and/or Numenera will be good examples of turn based games. And Sawyer somehow manages to make RTWP not a clusterfuck, but that's more doubtful.
True, Rpgs sucks with the feature they relie the most: Kombat. That's why it's better to fire up an oldskool action game like Brutal doom: You can get the best features already in an RPG, like exploration but with kick ass kombat. At least there is games like Dork Souls or Blade of Darkness to play.

Genres with elegant design I've enjoyed include platformers, puzzle-platformers, and action adventures (sometimes these include platforming and puzzles).
