There's nothing that extreme in NV (or Fallout 3 for that matter). Oblivion is the only beth game that did that, and it looks like they mostly learned their lesson.

In BGII the stores get various new itens after you exit the Underdark, but it's "justified" in the game universe, since you were months away, rotting in Spellhold and punching Mindflayers.

F:NV keep some weapons/enemies from players, and playing I feel there are about 4 levels of "world-scaling", but it happens as you visit new towns, so is subtle. Older towns may be restocked, but you will never find a Minigun or a Sniper Rifle there. It may mess a little with the game universe, but it never gets ridiculous as in Oblivion. As "anti-Codexian" as this is, I can understand that the developers didn't wan't players to avoid visiting older areas due lack of "updates".

The Gun Runners, Crimson Caravan, Silver Rush and the Brotherhood armory restock periodically with better stuff, including end game gear like anti-material rifle once you hit an appropriate level, even if you visited them at level 1. Probably missed a major retailer or two (I think there's supposed to be an NCR person who sells very good stuff but I never found him).

Black Mountain, if you go there at a lower level they have the super mutant brute go there later they have super mutant master. While their was a lot less level scaling in FO:NV they couldn't help but add some.

Great Khans start wielding previously unique 12.7mm pistols and SMGs at lv20+. Items for sale depend on your level, most npcs are level-scaled and carry level-scaled weapons. At least one quest is level-locked.

Itemization is clearly tiered due to this. You will see an artificial 9mm->10mm->.357/5.56->4.44 etc progression in the gameworld.

To that point even Fallout 1&2 had quests where you "had to have more experience under your belt", something quite believable, as no one would hire an unknow "Lv 1 tribal" to help the sheriff.

Level-Scaling isn't always bad, but Oblivion left such a scar on people that no one want's to hear about it anymore. Just like horse armours. Or wanting to become a dragon.

It's always the market's fault. Drug lords exist because there are people willing to buy drugs. Though it's more fun to think of developers as evil monsters trying to destroy the very concept of crpg, they're just making the shit people want / are willing to settle for.

Probably based on the fact that FO3 and NV had two armor slots (head and body, three if you count eyewear) and no one complained.

with probable emphasis on feet, since magic boots tend to be more interesting than magic greaves / pants. Could also be
