Pretty much. Though I'm not sure what the point of this comment is. The mod comment was in reference to the fact that the game was largely made already. Obsidian just added new assets and made some small gameplay tweaks.

A sequel can still qualify as just a giant mod of the original game (see the warlords battlecry series for another example) when the sequel is the same game with a different campaign and some additional/different content.
