It's not a real lunch box it's a pay 2 win item for their mobile game.

It's more pay 2 play faster than pay 2 win, because you can't really "win" in Fallout Shelter.
However an actual lunchbox was included in FO3's deluxe edition.

You can unlock lunchboxes after doing a number of things (like sending people to explore, killing creatures, etc). You don't *have* to buy them. Plus, as far as I know, there's no real way to win the game because it simply reduces itself to check the rooms that have made their jobs and nothing else.
It's not like they are hiding gameplay or items behind a paywall or anything.
