The level designer also is in charge of the construction of the interiors. And once again, certain requirements provided by the game designers have to be taken into consideration. Rooms have to fit to the characters that are living there and not feel out of place. They also have to suit the story context. If, according to the background, a village just was plundered by a gang, the actual condition of the location has to reflect the plot. It would be strange to find tidy rooms full of food or valuable equipment at such a place then, wouldn't it?
Maybe they're a plundering gang of housekeepers. We've come for your dustbunnies!
PS. Does anyone think this kind of thing is getting played out by now? There's only so many times you can have a designer talk about how bushes are places on landscapes before it becomes uninteresting.
