All of Fo76 was rushed, and likely pushed off to the new bethesda austin branch, which was initially an mmo dev studio that zenimax/bethesda bought out. A detail many modders have noticed is that the map of Fo76 has a lot of beginner modder mistakes, like missing meshes, textures and other things, such as floating objects, and significant amounts of clipping issues or hovering land textures, indicating it was rushed to completion, the map anyway, and then likely pushed off to bethesda austin, who had no previous experience with the creation engine and were likely told to make it work within a year, similar to obsidian with New Vegas. The difference is that they couldn't manage this effectively in time.
