Overhead view 2D games are the easiest to make in terms of renderer technology and resources.
Overhead view sprites (unlike their isometric cousins) only need to be drawn in one direction - then you just rotate them where needed.
Environments can be composed of just tiles with darkened tiles to the right and down of them, to simulate overhead view roofs with shadows.
