Project Phantom (Red Alert 2):

Warzone (Tiberian Sun):



You could add D.O.R.F (OpenRA) to this list as well, which is being released commercially and has already been discussed elsewhere.

They all seem very well done for mods in actually having creative direction and quality gates in place. Project Phantom seems to have a focus on "world building", Shattered Paradise on multiplayer gameplay, and Warzone on enhancing its base game's atmosphere and campaign.

I will be playing all three of these some time this year. What a time to be alive.

They all use voxels instead of sprites?
They added 16 bit for first generation (at least dune 2000) in openra.
I didn't tested them much because they aren't included in the standard openra package

It's probably not a "2nd generation C&C mod" but my hopes lies with Tiberian Sun: Rubicon mod. Shouldn't Mental Omega be on your list as well?
I meant mods for 2nd generation C&C i.e. TD and RA2.

Mental Omega looks too hodge podge and direction less for me. Have you played it? Is it actually good?

Rubicon mod looks gud. Will check it out.
Mental Omega is an overrated shitshow with careless unit design. Just throwing shit at the wall with no regard for design.

Played a little bit of Project Phantom skirmish and watched a couple of multiplayer games. Initial impressions are positive! The default 1 MCV limit (making counter measures against base raids extremely high priority) and the experimental units (focusing the action) make play actually involve a loose "front line" of sorts.
