Buffing mechanics as something new and worrisome? I'm not sure I get it. As for 'a pile', any buffing mechanic is broken if repeat usage stacks. I'd be surprised if they stack.
I can, however, see why magazines are a somewhat silly way of implementing buffs. The motivation is obvious - they were in FO2 with the same function, but many people would have missed that, as so long as you read them every now and then you'd keep the bonus. I.e. the buff would last about an in-game month, and then you'd have to read another one, you know...like a magazine. But I don't think the concept translates as well to a FP game because FP makes highly abstracted mechanics stand out that much more. The use of books full stop is jarring in FP, where I never had a problem with it in the zoomed out, obviously time-abstracted, world of FO1-2.
