Back to the Dawn - Prison Break style RPG with animal people ala Blacksad

You play as a reporter wrongly accused of a crime and sent to prison.

Have you tried it already? I recommend it, it has a demo that is quite promising. So far it seems to have many C&C, multiple character origins that give you different starting bonuses and options, and it's impossible to do everything in one sitting as the game has a strict time-limit. In fact, time is VERY important here as doing anything other than moving around consumes time. Other resources to cover include physical and mental health (if one or both get too low, your stats get halved), hunger (get it too low and you start losing body hp), Focus (your character seems to have attention-deficit problems), Stamina (doing physical things eventually exhaust your character) and money (EVERYTHING here costs money. Other inmates here will not hesitate to rob you, of course).

Or at least from what I've seen so far. There's combat but I believe it's optional. That's a good thing as many of the perps here will kick your ass given the chance. Some quests also have at least 2 ways of solving them.

Also, the game features animal people but it has no furry content, not even tails, so it should be fine (barring surprises in the full game).

There are a bunch of stats that you can improve through training and doing certain actions, unlocking special abilities you can activate (along with other special skills that you have a limited budget for), there are 3 mutually exclusive gangs that you may or may not join (and doing so is permanent, you can't back out once you join), some quests have mutually exclusive solutions, combat has many special abilities, weapons and gear to take into account, the game promises consequences for your actions (I haven't seen many in the demo, but the game promises multiple endings and joining the gangs excludes you from the others so it should deliver to some degree), etc.
