I don't think I can think of any game that can surpass PS:T in terms of potential party members (and I am speaking in general - even those you couldn't possibly like were pretty awesome) although the cast in Anachronox was quite colorful as well.

The only area where you can feasibly beat those is reactivity and general liveliness (because this is where quantity is a quality of its own and those are old games) - even Wizardry 8 is an interesting contender here, and I have seen a bunch of follower NPCs in Skyrim mods, of all places, that were both quite good and *insanely* reactive (Inigo, some of the Interesting NPCs characters).
