I'm not so sure about that, it's just that SE loves their Steam discounts...
Speaking of Steam and Thief 2014, I don't remember seeing it among bestsellers even when it was on deep discounts, and its Steam page surprisingly has mixed user reviews with most of the best rated ones being negative (for comparison, Hitman Absolution which was IMO just as bad has 90% positive reviews with best rated ones being positive).

But it is still possible that they plan to announce another one soon, since new Deus Ex is almost done and I don't remember any mentions of EM working on anything else.
