I'm guessing a few more and 40 is close enough. That'd be their max staff though as I'm fairly certain everyone went on to Bloodlines as soon as ToEE was erm... "finished" so to say.
If I recall correctly, most of the TOEE team got laid off when it was finished. They tried to get another project back then too (remember the odd post-apoc art floating around?), but it didn't pan out well that time either.
