Oh, they'll be using SPECIAL, all right, but instead of stats that range from 1-10, each will start at the minimum of 20/30, you'll be able to raise three stats per level, and each will have a maximum of 255.

Hmmmmm that article stance on SPECIAL is what we've heard so far, but the NPC part is different from what I've heard, needs investigating.

But the only ones we can really expect from Bethesda. Regarding FO3 will be set on the East Coast it's somewhat evident for ignoring the canon and reinventing the series for their own.

You generally need more than 5 voice actors to make a quality voice-over.
