Both. The VN parts are long as well as the combat encounters can be brutal. There's a shit ton of add-on content they added, and the 3 main routes are completely different sets of levels, IIRC.
I did a lot of grinding but like, in retrospect you can easily get by just doing the levels. The grindy parts are the side-quests which are optional.
