You've obviously never played System Shock.

To this day, there's never been better hacking in a game.
It's a trial-and-error reload fest.

The real problem with AP wasn't the minigames. That exists to filter idiots on codex. The main problem was bad mechanics for everything related to combat, which made it a literal popamole.
Alpha Protocol not only has bad mechanics for combat, but terrible level design, with most of the levels being little more than corridors. And, of course, there isn't any exploration in the game, which removes it from consideration for being part of the RPG genre.

That's complete BS. Game actually doesn't receive enough credit in how you can approach each mission, level design included. And mission prep opened up a few more options. Gameplay is clunky, but serviceable enough if you don't exploit pistpl slow mo and mess around with gadgets.
Plus, the best stealth crouch animation in video game history.

The only good thing about Alpha Protocol is C&C. Everything else ranges somewhere between average and awful.
I like the idea tho. Make something like MGSV/Hitman with stats /attributes and add that C&C on top of it and you might actually get a good if not even an excellent game.
