The simple answer is hype. I've got to agree though, some of the games that I can look back on and say that they had good voice acting were the ones with professional voice actors rather than big name stars doing voice acting.

Freedom Force and System Shock 2 are great examples of how professional voice acting can be utilized to bring life to characters. Not only because of the actors themselves, but because of the context they were used in, and the content of what was said.
FO:T (as much as I love that drill sgt. from Full Metal Jacket) is a great example of how big name voice actors don't contribute shit other than hype.

Oh and that new X-men legends commercial Stewart does is so overdone, I couldn't figure out if it was him or someone doing a charicature of his voice. He did do an awesome Cpt. Ahab for Coppolla though so I'll forgive him for being such a shill.
