If you feel like the AI is too easy, bump up the difficulty to The Glorious, that's what I usually play on and am not guaranteed to win.
I tried the max difficulty and see they cut "base" city sites for the player then, now thats a massive blow (33% in fact). Not sure if I like that.
I think they cut them down to 1 at The Glorious, but yeah, you have to rely on barbarian camps.
