Tightness of quest and time. You have limited time (which players complain about) to do a limited range of things (which, yes, should get players disdain to complain about, since it's tiny game and all).
Since I dont like limited time (despite knowing it usefulness to force players do things) and too little things to do (The Hub's quests are basically time filler, so you have quite few things left to do) Fallout 1 never impress me that much.

I know most of you have probably already seen this GDC Talk but for all those who didn't, I highly recommend giving it a watch:

The Gauss Rifle/Pistol were cool additions to FO2 but my issue is that they're a little too powerful which kind of defeats the purpose of Energy Weapons and Big Guns being late game killing machines. In the previous game the Small Guns skill was better balanced with Rifle Pistol being still pretty powerful but an inferior choice when fighting against Super Mutants and Deathclaws

I am glad they included them, because Small Guns get eclipsed by weapons like the Bozar, Vindicator Minigun, or the Turbo Plasma Rifle and the Pulse Rifle.

Codex 2016 - The Age of Grimoire Enjoy the Revolution! Another revolution around the sun that is.
Someone rez'd this thread, but I was just thinking about this yesterday, when I was thinking about how amazingly tight Ultima Underworld is. It's 8 levels. It makes sense that you are there. The placement of creatures, items, and monsters all make sense. The quests seem organic, and the environment is more interactive than current rpgs - yet it was released in 1992.

Where am I going? Fallout is tight, like UU - not a lot of wasted areas, npcs, or dialog. Multiple ways of dealing with things, left up to the player. Other games I'll profess to their tightness? Wasteland, Might and Magic III, Lands of Lore, Ultima VII, and a few others. Fallout is close to perfect (a point off for Boneyard, but I won't harp on it) as they get.

That's not a stimpack, it's a fancy tampon.

And tampons have been brought in country and used by soldiers since the Invasion of Iraq. Just gotta shove the thing into the bullet wound and let the blood puff it up to plug the wound. This is specifically made for just that.

How painful is it?
Also does it really help that much?
A soldier often won't have time to do this in the heat of combat and when bullets are flying around, so I imagine he will do it when having cover or not engaged in combat.

I think small guns should get eclipsed later in the game. It makes sense that you would eventually run up against a brick wall trying to shoot a deathclaw with an old hunting rifle. It also makes for a more interesting power curve, forcing players who specced into small guns to try something different to regular Fallout tactics(i.e. turn-based popamole) such as getting a companion or putting some points into throwing for grenades.

If small guns stay so strong throughout the game to the point where they are on par with the skills that are supposed to be *the* late-game-tier equipment then that deflates both the value of small guns on the part of the player's investement in their choice(it's no longer a part of personalising your character and just common sense in addition to the other upsides SG have compared to the other two), and also makes EW/BG less interesting than they could be.

And besides, small guns could be used just fine throughout all of F1 provided you picked up the special BB gun and took Better Criticals.

Exsanguination is the major killer in combat. Being able to plug wounds quick and easy in the middle of a fight is big. They're very useful.

I'm just surprised something like this wasn't invent 20 years ago.
