Both games have quests where you literally run errands for random people in small villages, though

In case of WOTR the random village post you being commander is, well, backer content.

In case of KM IIRC it's the artisans right? Yeah the artisan thing is certainly out there.

Also most DM's generally work in their own encounters and non-combat solutions to problems was what my point was.
I've never had a DM that followed a PnP to the letter.

I have not played Wrath, but Kingmaker had its own quests and encounters that didn't involve combat.

Yeah, occasional tasks you could pick up on your way. It just wasn't part of the core loop.

You started out by saying "Owlcat games." I would also expect there to be much fewer towns of people hanging about in a war zone that everyone refers to as the "Worldwound."
