What Tolkien invented was primarily elves

elves are germanic

Not the type of elves that's in Tolkien's book. Really they only share the name.

Long before the Hobbit and Lord of the Rings, when Professor Tolkien was writing the lost tales that would make up his foundational Silmarillion, the Noldor elves were called Gnomes.
