I think she could be Eris, the greek goddess of chaos. She is usually depicted with a golden apple. As for the reason to make her look like Red Riding Hood, probably as you said, because of the werewolf guy. I think the headdress she is wearing may be similar to those use in Greek dresses, but a very liberal interpretation of the same.

Fairy Titania: The consort of Oberon, the fairy king who is the ruler of the moonlit night forest. Her origin is said to be Diana, the moon goddess of Roman mythology. She is interpreted as a fairy in England, and through Shakespeare's play "A Midsummer Night's Dream," the perception of her as a queen was firmly established.
Beast Cerberus: A large, valorous dog of Greek myth. He serves as the guard dog of the great, dark abyss, Tartarus. He is depicted as a fearsome guard dog of hell, but was captured during Heracles's twelve labors and brought up to the surface.
Lady Isis: A goddess called the mother of Egypt. After her husband was dismembered by Seth, the god of sandstorms, she combined the remains and brought life back to the body, had relations with him, and gave birth to Horus.
Divine Principality: A lower angel placed seventh in the hierarchy of angels [TN: 権天使, "Gontenshi," is the term used for Principalities in Japanese]. He presides over the rise and fall of nations and civilizations.
Fallen Flauros: One of the 72 demons of the Lesser Key of Solomon, he is a leopard-faced warrior. He has the power to see through the past and future. He can also freely manipulate fire, and can burn anything he desires.
Jaki Rakshasa: A race of evil demon said to oppose the gods in Hindu myth. They are a manifestation of the power of evil and have a frightening appearance, but at times transform and lead humans astray.
Lady Cybele: A mother goddess who is the earth incarnate. In the region of Phrygia, in what is now Turkey, temples to her were built on mountain summits and she was worshipped. She rules over wild beasts and she takes lions as her followers.
Drake Aitvaras: A snake spirit of Lithuanian lore. It makes the houses it visits prosperous by stealing money and goods, like milk and grains from neighboring houses, but requires an omelet as compensation for its theft.
You’ll encounter over 200 demons in your journey. You can expect the classics, but several new demons will also appear, designed by Masayuki Doi, who has worked with Atlus since Persona 2: Innocent Sin.

Jaki Hecatonchires: Giants of Greek mythology. During the war between the gods and the titans, they were brought from the realm of the dead by Zeus, and with their cooperation contributed to his victory.
Night Lilith: The woman who became Adam's first wife in the Old Testament. She later left Paradise and became a night demon. There are various opinions on the circumstances behind her corruption and exile, but she is generally depicted as a symbol of infidelity.
Haunt Pisaca: A type of Preta mentioned in Indian myth that eats dead flesh. It enters the human body through the mouth and will continue to bring disease until cleansed out through spells or medicine. In addition, those who directly see it will lose their lives within nine months afterwards.
Fairy High Pixie: A stronger, higher ranking fairy among pixies who carries out warrior-like duties. They are thought to act as escorts against invaders in the ruins and caves pixies reside.
Jirae Koropokguru: A yokai of Ainu lore who takes the appearance of a small man. It has a kind and calm personality. It used to coexist with the Ainu people, but disappeared because of a disagreement.
Megami Parvati: One of Shiva's consorts in Indian mythology. She has an extremely beautiful appearance, and is a symbol of all beauty. She is always beside Shiva, and she helped in opening his third eye.
