It looks like starter pack is just ZRP + a few baked in conveniences. Probably a decent option.
Stay away from Complete, it really is garbage. It screws completely with the game balance for no apparent reason.
It also uses a texture pack called Photo Realistic Zone as well as the shaders from Autumn Aurora 2.1 - Good choices?
It's a very divisive mod. People seem to either love it or hate it. I know it makes the game easier by dumbing down the AI, but is that the only reason it gets such a bad rap from some people?

One thing not on that list, they also increased player damage resistance in the actor.ltx file. You already end up a nigh invulnerable walking tank towards the end of SOC, there is no reason to bring that forward.
As for starter pack, those mostly sound fine. Autumn Aurora shaders might be a matter of taste.
